In 1996, as part of the privatization strategy of the electrical system and integration of the isolated systems in the north, Electroperú, he began implementing the plan for the incorporation of the cities of Tumbes and the northern part of the department of Piura to North Central Interconnected System. As a first step, Electroperú planned the development of a regional system in Tumbes allowed to give a more reliable service.
Thus, in 1996 Electroperú owned Zorritos, Tumbes and Zarumilla power plants, which they were integrated through a new transmission line of 60 kV. At the same time, Electroperú centralized energy production in the city of Zorritos, the construction of the new Power Plant Tumbes 18.7 MW, which is more efficient, low cost and generation from waste oil.
These works included the construction of new substations in Tumbes, Zorritos and Zarumilla which entered service in 1997. At the same time in Talara, Electroperú executed a plan to take advantage, for the first time for public use electricity generated with gas resources which were discarded in the area and place their excess in the North Central Interconnected System.
